The Phoenician best fits your criteria in the Phoenix/Scottsdale area. The spa at places like the Boulders and the Princess aren't on the same level. Don't know about kids programs, but the pools system at the Phoenician has a neat waterslide for kids and pool basketball and such. Service is better at the Boulders.
There aren't any actual luxury accommodations near the Grand Canyon.
In Sedona, get one of the new casitas at Enchantment. Best accommodations in the area.

The Orangetree Golf resort is a really nice place to stay in Scottsdale for the price. All the rooms are suites at about $125/night(in June).

In Sedona, stay at Enchantment Resort. They have a wonderful spa and a kids program (Camp Coyote, I think). I have a review at epinions www.epinions.com/content_41383923332 and there is a link to my review of Enchantment within that review. Have a great time.

Just say that you wanted restaurants too. The restaurants at Enchantment are fantastic. We eat at the casual restaurant on the outdoor patio, but ask for the upscale menu. The almond encrusted french toast is fantastic for breakfast. Another great place is the Coffee Pot for breakfast. Oxaca has great Mexican and the Red Planet is a fun place for your daughter with decent food. Hope this helps.
