That's a really hard question to answer because i do not know what you consider expensive or a good value. I have not been on the boats but I work on a boat in San Diego and see those boats out a lot and if you are into sailing it looks like it would be a lot of fun. They seem to stay pretty busy so it makes me think that people feel it's worth the price.
Were you thinking of the boat America or the going on the old America Cup racing boats?

if you go on the race boat it looks like they do a "mock race" but like i've said i've only seen them out there sailing, i've never been on them. I agree $99 is high for a harbor tour but i think you are paying for the experience of being on a retired America's cup boat. There are plenty of other less expensive options if you just want to tour san diego harbor.

we see Dennis all over Point Loma and on the bay..didn't know he had a tour boat excursion going..seems a little high but if your into yacht racing and high performance boats, could be money well spent.
I see him at the Brigantine in Shelter Island sometimes for happy hour...he has always been nice to me..
Here is another harbor tour alternative..
