You need to contact the individual rail companies in each country and it can easily be done over the internet. Remember there can be, depending on the train, substantial fees for reservations and some limits on reservations for pass holders.

Why would you need to call them? Most (if not all) rail companies in Europe are online and the "Eurail" passes are available online as well.

In general, you can google "(Nationality) Railroad" and it will come up with the official website. For example, the first result for "French railways" is SNCF.fr which is where you buy tickets within France.
