If the Canadian passport size is unusual then I'm sure the luggage shops in Canada would carry them.
If not, try making one yourself - using a hot glue gun to seal the sides, of course, leaving enough room to slide the passport in. But I'd suggest you buy a small piece of clear vinyl in the weight you want and test the glue gun to be sure the whole thing doesn't melt.
Glue guns are inexpensive and can be used the many other things, so it's ot a wasted purchase - but be very careful with them, as they do get very hot.
