Living in Merlo, San Luis

Any Expats living in this particular area of San Luis, Argentina? I'm currently in Buenos Aires but wanting to get out of here, yet not too far as I we have family here and don't want to distant from them too much. Been to Mendoza and found it fabulous. We have family there too, but understand that internet service is extremely poor and expensive there too, as it is in the rest of the country, with the exception of San Luis where it is offered free of charge. My husband and I both work from home and good and reliable internet and phone service are a must. Can somebody help us with information on what is it like living in the Merlo area of San Luis? Anyone who also, perhaps, started a business there? How difficult was to set it up? Are the laws to start one, tight and complicated? Must one first become a San Luis resident before getting anything done? Any discrimination against all those who are not native or officially registered as resident of San Luis? Is it truly more expensive than living in Buenos Aires? Any help on these matters or any other information may help make up our minds, will be greatly appreciated.
