Boulder City and Hoover Dam
I have a very specific question concerning my proposed route. I plan to travel south on I-11, and then take exit 15-B toward "Boulder City Parkway," and then go 4.3 miles and turn left onto "Boulder City Parkway (route 95)." From there, is it easy to access route 93E, which crosses the Tillman Bridge?

I think you are confusing the Rt numbers. NV95 goes south from Boulder City. Boulder City Pkwy is Business-93 that runs through the town.
Perhaps you could clarify your real objective. If it is simply to get to the Tillman bridge then you can take Bus-93 through BC, or simply stay on 93 / I-11. Either way works fine.

Thanks for the info! Basically, I will be traveling south on I-11 to cross the Tillman Bridge, and then turn around and and go back northward on I-11. However, at the Boulder City area, I was hoping to do somewhat of a loop-route (for scenic purposes).
On the "return part" of that loop, I think I'm clear on what to do: From the Bridge, head s.w.on “Hoover Dam Access Rd.” Go 1.2 mi. Take the 1st exitfrom roundabout onto NV-172. Then go 1.2 mi. Turn left onto NV-172. Go 200 feet, and turn right, taking ramp onto I-11 N (Boulder City Bypass) toward US-93 N.
However, on the "initial part" of that loop, I guess I'd need to go directly through Boulder City (on Bus-93)? That would be fine if going directly through the City doesn't take much more time than my proposed "return part" of the loop.

I just tried to send a reply, but I think it was not sent. Yes, my objective is merely to cross Tillman Bridge and then return. You mentioned the 2 options: "take Bus-93 through BC, or simply stay on 93 / I-11." Do these 2 options require about the same amount of driving-time? Would the taking of Bus-93 through the city be likely to have significant traffic delays?

I think you are way over thinking this. Boulder City is a one horse town in the middle of the desert. I don't see how Bus-93 would be more "scenic" than the interstate. The only added scenery you'd likely see is a few blocks of strip malls with chain stores like Starbucks, a gas station, supermarket, and a fast food restaurant or 2...
If you are so pressed for time then stick to I-11. If you want to stop in historic old Boulder City, then budget time for that. Personally, I'd recommend you include time to walk out onto the dam itself, but that's your call.
