Time to travel to Panama

When is it better to go to Panama in terms of climate, late May or late September?

Does anyone know about the passport requirements for Panama from the US?

Current passport with at least 6 months validity - tourist card either on the airline or on arrival for $5.00 - the new US passport rules go into effect at the end of 2006 so you need a passport to reenter the States even if the destination doesn't require it...
Cheers,
Andrew
