The map at ibishotels.com looks like it is located behind the Congreso. Web page says $25 weekdays, $20 on weekends.

Taxi fares are very low. To get to the Plaza de Mayo, as suggested, would be 70 centavos, I think. That's $0.21 US. The taxi fare, maybe 4 pesos? That's $1.20 US.
I meant 70 centavos for the subway.
Got a better map and see it must be in front of Congreso, on the plaza. Centrally located. If my memory is correct, then a taxi from the Hipodromo in Palermo to that neighborhood would cost about 6 or 7 pesos.
I expect it's under 10 pesos to taxi to the places you want to go.

I'm interested in hearing how you like it.
Luciano,
Stay in Recoleta. Not only is it the best part of town, full of cafes, bars and restaurants, but the safest and most elegant as well. If you're interested in apartments, we have options from U$S 20 a day to u$s 80, with everything included. Feel free to e-mail me for more info.

You've probably been to an Ibis before, so you know what to expect. The Ibis is centrally located, as L pointed out.

Well located and centrally located are not the same thing, which is part of Marta's point. If you want to step out of your hotel into a touristy spot, then Recoleta would be the place (not Congreso). Those hotels will, of course, cost more.

You can step out of your Ibis Hotel into a taxi and be at that touristy spot in less time than it takes you to walk there, in the heat, from a comparably priced place in Recoleta.

Bill has a good point, Congreso is pretty central. But it is a rather dull, sad area, especially at night. And you can get great values in Recoleta too, as low as in Congreso.
One of the main advantages of Recoleta is that it is so pedestrian friendly, and I cannot say the same about Congreso. It's also true that you can always take an inexpensive taxi, but taxis are an issue here, and you should always call a radio taxi. In Recoleta you just walk everywhere. I live in Recoleta, and have offices in Congreso, so I know both areas very well.
