Guadalajara

My flight to Puerto Vallarta has a 4 hour layover in Gudalajara, would it be wise to leave the airport for 2 of those hours to sightsee and then return?

I also have a choice to lay over for 3 hours in Mexico City, any thoughts or suggestions

Sorry don't know anything about Guadalajara, I always fly direct to Puerto Vallarta (if I transfer it's in Phoenix, SFO or LAX).

but generally speaking, 3 or 4 hours either one isn't enough time to leave an international airport.
