Don't bother-what few regs there are are not enforced in any way.
Well I remember trying to actually buy a feshwater license in San Jose-I finally tracked down someone who almost laughed at me-no license needed except for commercial purposes.
If you take a charter they'll cover you with their licence no worries.

Not sure what areas you will be traveling. But we recently used Mike Hennessy for offshore fishing, while in the Osa. He is out of Puerto Jimenez. Fabulous day and excellent captain. Highly recommend!!
