We will be in Argentina in March as well. According to this website it looks like in Argentina the time will change on Sunday, March 15, 2009 at midnight.

As I was landing at EZE, in December, the pilot announced the time and I set my watch to it, so I thought I had the correct time. Well, the next day, I was to take a day tour and taxied across town, from Palermo Hollywood to Recoleta, where the tour was to meet. When I got there, I found out that it was actually an hour LATER than what the pilot had said. Scream! I had missed my tour. There were no clocks in the apartment building lobby or the apartment that I was renting. I commented to the lobby clerk that I had never been in a city so void of clocks! Smiles. Happy Travels!

Argentina is unusual in that part of the country observes DST and part does not. The provinces along the Andes are a different time than the rest of the country in summer. So, in summer, it is a different time in Mendoza to Buenos Aires. When they reset the clocks in March, I believe only the provinces not bordering the Andes will change their time thus making it the same time all over the country after mid-March.

I do like what Chile has done with time. If you look at a world map, it's directly south of New York and New England, but it's in the next time zone east, giving it a later sunset than it would have if it were on U.S. Eastern Time. Then in the summer, it observes DST, and especially in the south, you have these VERY late twilights. I love summer evenings there.
