No one could tell you because there is no predictable pattern, such as a cooling rain in the morning followed by sunshine and so forth. Sometimes it rains all day, more often not. It may look gloomy, rain for a couple of hours, then turn cloudy again....rain could be light or heavy....
One thing is for certain....if you are caught in the rain, you will be unable to find a taxi. Go to a nice cafe, drink a cortado and read the paper or a good book until the rain stops....
I will end on an upbeat....I don't recall ever missing two consecutive full days of outdoor activities in over 17 trips to BA....

As mentioned quite a few times on this forum, the best place to stay in Rio is Ipanema or Leblon Beach. For upscale -- I would suggest Marina All Suites Hotel on Leblon Beach, or for a nice moderate hotel, Praia Ipanema Hotel.
Sao Paulo is enormous so it would be good to know what area you plan on visiting before making suggestions. There are many "Apart-Hotels" that are quite affordable and have a small apartment feel, many with kitchenettes and living rooms. Paulista Wall Street Suites is a good option for this type of hotel:
