In order for CAFTA to take effect, the Costa Rican congress needs to pass a slate of laws that would fulfill the terms of the trade agreement, most prominently, opening up telecommunications and insurance. The opposition party has announced that it will do everything it can to block those laws from being passed. It all has to take place by Feb. 29, 2008. I'd like to think this matter has been settled, but I'm not sure it has yet.
