Where are you from - what sort of temps are you used to - warm climate?
Not sure what you mean "are jeans acceptable" - acceptable for what? I wouldn't wear them to a fancy restaurant or to a concert in Vienna (people there dress up more for those) but I wear jeans almost all the time and didn't notice it being a problem in Vienna. Lots of people wear them!
Layering is always a good idea.

Layering is always the way to go when you travel. Jeans are fine for daytime activities. They are bulky to pack, so I perfer other kinds of pants myself.
Depends what you mean by winter coat? Maybe a lightweight wool would be OK, but mid October is not really high winter yet.
Worry most about having appropriate footwear. That's even more important than clothes imo (you can easily pick up a sweater if you needed to add something, shoes that fit and are comfortable much more difficult).

I absolutely agree with Suze; shoes are the most important. I've brought the wrong shoes on two major trips and trust me, when your feet are killing you it can put a major damper on your trip.
I would just plan on layers...light long-sleeved shirts, turtlenecks, sweaters, light jackets and scarves. It's so hard to determine the whether anywhere, and I would give the same answer even if you were traveling to Charlotte, where I live. And I always travel to Europe in jeans, and rarely wear anything else (we don't do fancy restaurants or events), except maybe a pair of khakis now and again. Perfectly acceptable.

Those cities will probably have weather similar to NYC or Boston - brisk fall but not very cold winter - unless you're one of those people who starts putting on a winter coat when it's 55 degrees.
I've been in Prague and Paris in late November and a leather jacket (not blazer - but not winter coat) was fine with just a regular sweater underneath.
