As you well know, wine costs can vary greatly everywhere even in Paris. It can be approx. very cheap to very expensive.
I would check with the tour you're actually taking as to whether you can take a bottle on. If they sell alcohol on the boat, then you probably cannot bring anything on.

I can't answer your question about the tour boat, but you can certainly find decent bottles of wine in Paris at all price ranges.
Some wine shops to check out include Le Derniere Goutte in the 6th (near St Germain de Pres), Lavinia in the 8th (huge superstore, not far from the Madeleine), and Nectar des Bourbons in the Marais, just off the Place des Voges. And remember, price is not necessarily an indication of quality.

Order the house wine for dinner -- less than $20.00.

There's a small wine shop just down the street from, and on the same side as, the Hôtel Madison on the Blvd. St-Germain. The shop carries only Bordeaux. They come in all price ranges, and the owners will be happy to help you choose a bottle that you will enjoy. We paid about 14 Euros last September for a very good wine.
