What city is mostly open on Xmas?

My girlfriend and I are looking to go somewhere in Europe from Dec 21-27. We've been to most of the major cities but our primary concern is finding one that doesn't completely shut down on Dec. 24-26. There are a few "requirements"--but if you have a suggestion that fits most rather than all, please share anyway!

--As I wrote, doesn't completely shut down on Dec. 24-26
--Relatively mild climate (I'm going to Israel after and don't want to pack completely different clothes!)
--So, as noted above, relatively convenient to fly to Tel Aviv
--Good public transport system
--Is not London, Dublin, Paris, Rome, Florence, Athens, Vienna or Berlin. We've each been there recently.

I should add, we aren't looking to celebrate Christmas, so accessibility to religious services doesn't factor in to a decision.

Amsterdam is open over Christmas. The Rijksmuseum and Anne Frankhuis are even open on Christmas Day.

The Van Gogh will be closed for rebuilding but all the paintings will be on show at Hermitage Amsterdam.

Easy flights to Israel too.

Istanbul is a gem of a European city and everything will be open 12/24 - 12/26. VERY convenient to Tel Aviv. There are non-stops from there that are 2 hours flat.

Find a city with a large Jewish population and go for Chinese food.

Like Bardo I was going to recommend Istanbul, a specatcular city to visit.
