There is the Pharmacy „KOD ZVONIKA“ in the Old Town, right on the main street Placa, at the eastern end, near the clock tower (direction old port).
Voltaren is a brand, the active ingredient is diclophenac. Other brands of diclophenac (tablets or creme) are as good as Voltaren.

For what it's worth, I found Voltaren to be around $15 at every pharmacy I stopped at in different cities in Croatia. I wound up buying a couple of 100g tubes in Budapest for $9.75 each.
