Citizens of most Gulf States - including Oman - don't need to apply for a visa if they're visiting the UK on holiday: they merely need a Visa Waiver, which is applied for online and is usually granted within 24 hours.
Since we happily interrogate (and not infrequently deport) Americans and Australians at our borders as undesirable aliens for simply not being able to demonstrate they're able to support themselves, we're probably the pickiest nation in Europe about who we let in. I'd be amazed if Croatia were tougher.
But don't take my word for it.

You don't need a Croatian visa provided you will be travelling to Croatia within the validity period of a multi entry Schengen tourist visa. The multi entry part is extremely important as you will not be allowed into Croatia on a single entry visa.

You do need a Croatian visa as a citizen of Oman. It doesn't matter that you have Schengen visa too. Croatia is not yet part of Schengen. Your Schengen visa must be a multiple entry visa to allow you to return to the Schengen area after Croatia if that is what you are planning to do.
