The minimum purchase on which a VAT refund is allowed varies by county. In my experience over the past 5 years, it was about $50 in Denmark, over $160 in Italy, and so small in Ireland that I filled out a form for almost every purchase. The refund procedure was painless in Denmark and Ireland; I had no qualifying purchases in Italy.
