Perhaps you could explain the nature of the taxes to which you are referring. To my knowledge, there are no taxes specifically tied to registration. Reregistration only assures a potential renter that the apartment which interests him is legally offered. Any owner can register his apartment at no cost to him, as long as he is the sole occupant of the apartment he registers. Registration itself triggers no tax liability.
It would be a mistake to assume that the government will allow platforms to make a mockery of the new law such as Airbnb´s not requiring owners who advertise with them to provide their register number. The government has been very tolerant with on line platforms but the city is now urgently requesting that the government strengthen enforcement laws and fine not only owners who rent properties illegally, but service business who accept illegal listings.
Parenthetically, owner fines have increased from a total of a few thousand euros last year (2016)to almost 1 million euros so far this year.

I think it has become obvious to everyone, including the government, that Airbnb and companies like them, will make no policy changes which could potentially damage their profits, unless the government forces them to do so.
Since the crackdown on illegal apartments started in 2014 with the implementation of the law ALUR, the city has enlarged their enforcement efforts, lobbied for higher fines (raised this year from 25,000€ to 50,000€), and continues to demand for even stronger laws.
The short term rental landscape is changing, the momentum is clearly there for tighter and tighter enforcement.

The arrondissements that Ian Brossard referred to are the ones between 1st and 6th.
No property owners have come forward...probably because they are foreign-born or are otherwise hiding their assets.
AirBnB is supposed to "wipe the calendar" when the property owner has surpassed 90 days of vacation time.
