TTT: IIRC it was un-scaffolded
for the 2000 Jubilee Year. I could be wrong but I think this new scaffolding is ~ 1-2yrs old.
The Forum Tourist Info Office has tours of the Imperial Forums, they are not that great but it does get ya into all those Forums
. That info office is across the street from the Via dei Fori Imperiali Forum entrance and ~100m down heading towards the Colosseum.

Hittin' 50 this year and memory is fadin' fast
. A google image search showed it free of scaffolding in '99 & '00. But scaffolded again in '01.
I definitely saw it in '99 and possibly early '01 without scaffolding. Regards, Walter
