These are premium numbers.
It might be easier and cheaper to find an alternative geographical number.

You can't. It is the same w/ calling US 800 numbers from the UK.
If Josser's link doesn't work -- Go through the business' website. Most places will have some other phone number listed. Even if it is for a different department and not the one you want to contact. At least it will be an "inside" contact and you can ask for the local number or get transferred.

You can in general call US 800 numbers from the UK..what happens is you get a message that the toll free number you are calling is not toll free if called from outside the United States...you will be billed at international rates for this call. If you do not wish to be charged, please hang up now...
Now there are some US numbers which provide information for a premium..they may not be 800 numbers...for one example, there is a number in NYC for getting sports results..it is 1 212 976 1313...that number is indeed blocked as it is a premium number (most numbers, no matter whether area code 800 or any other area code that have a 976 exchange are generally numbers such as this...also numbers starting with area code 900 are blocked...they are very expensive premium numbers.
A very nice US number is 1 800 555 8355 where you can get all sorts of information such as sports scores, US financial news etc...try it....I call it all the time from the UK using the cheap UK mobile rates to the USA such as yourcallworld!

...well really trying not to be argumentative, it works for almost all 800 numbers that are not premium numbers. As I said, numbers whose exchange is 976 are premium numbers but the vast majority of US toll free numbers (800, 877, 866 area codes) are not premium numbers and are reachable from the UK as well as from throughout the world but are not toll free....
The UK works somewhat differently from what I understand...0800 numbers are dialable from the USA...0870 are premium numbers and might not be but you will not get them toll free.....
Of course in the USA we had a President a few years back (I won't name him but his initials were either BC or WC depending on what you consider his first name) who would be argumentive and say it depends on your definition of some. <g>
