The Vicar of Dibley is in the regular Brit comedy rotation on a lot of PBS stations. In my area they are on Saturday evenings. (everything from REALLY old Are You Being Served, As Time Goes By, Waiting For God, to more recent imports . . .

I would definitely recommend touring round the Chilterns. In my view the scenery is nicer and the villages are less touristy than the Cotswolds. See the link below for a Midsummer murders tour that you can do that will take you to some of the picturesque villages in the area:

Other areas in the UK I would recommend if you like picturesque villages are Suffolk (especially South West Suffolk & villages such as Kersey, Cavendish, Lavenham); Kent and East Sussex. I have heard that Dorset also has lots of nice villages but I have never been there so can not comment.
