Taking a cruise, how to get from dover to london heathrow?
We arrive at dover from a cruise at 9:00 AM.
we would like to fly home that same day, is there a bus or train what time should I book the return flight to chicago?

The easiest (though probably not cheapest) is just to use the transfer service the cruise line offers.
By "home" do you mean the States? If so, most (though not all) transatlantic flights leave LHR in the a.m. or fairly early afternoon. Do you have your flights booked already? It would be pretty difficult to get from Dover to LHR in time to catch a flight before about 3 p.m.

You could get the BA 299 direct flight from LHR which departs at 16.10.
There is also the AA47 direct flight departing at 14.30 - this would most likely be too tight for time.
How do you get to LHR - I would recomend that you look at using the coach of the cruise company or arrange a privare car transfer http://www.premierairportcars.com/
