Something to keep you warm between -25C and +10C. The further east, the colder but it may be totally different, nobody knows in advance. In Munich last Feb. there were plenty of days below -20C during daytime. But then this ain't Canada, above freezing is also possible.

layers, layers ,layers.make sure you have a waterproof and windproff jacket, were layers underneath, so you can add or subtract gib=ving the conditions.
outside will be pretty cold and often pretty wet at that time of year but when visiting indoor aras will be warm, most place will have cloackrooms you can leave your outdoor clothes in.

Boots with a good tread that are warm. It was bitterly cold in Feb in Prague last year. The cobblestones get icy and the cold seeps up into footwear.

Unless you are headed to mountains and plan onskiing all day you shoud be fine with normal winter clothing:

heavy cloth coat (or down) at least to the knee or longer
warm hat covering the ears, gloves (not plain leather, lined with wool or fur) and scarf (that can be wrapped ompletely around the face if necessary (wool or cashmere - not decorative silk)
waterproof boot with non-skid soles that won;t be ruined by contact with puddles, sleet, snow or salt/de-icer
layers to put underneath, but do include at least one heavy sweater and some warmer pants (wool or heavy cords)

Some days will probably be warmer (40 degrees?) and you won't need to wear everything, but evenings can easily get below zero with snow and you'll need all of it

(So a winter like NYC or Boston or similar - but not like either International Falls or Atlanta)

Hi Daniele, Budapest is quite cold in Feb but the buildins and the metros are overheated.
I agree with unclegus for this reason: layers are the best way to approach Budapest. Sorry, do not know about the other cities.
