The problem with group tours is that the group can't wait for those who can't walk far or long since there is a schedule to keep. I think the best thing is a private city tour, although this is expensive. Or download walking tours to an ipod or print them out and go at your own pace. There are many books that have city walking tours that you read as you sightsee.

In Venice you will have to do some walking and possibly a lot of stair climbing. In each city try for accommodations that are very central to limit the amount of walking.

michy2 - you didn't say how much walking you can do. I think knowing that would help with responses. For instance, can you walk a mile and stand for 2 hours? If so then you can connect with city walking tours such as Context or Enjoy Rome.

This site is for Paris but at the bottom of the left column is a place to email for advice. Perhaps there are other site like this for Rome, Florence, Venice.

A tour is the worst thing for someone who can;t do a lot of walking. the tour has to keep to a schedule and anyone who can't keep up has to wait on the bus or in a cafe.

For someone who can walk limited distance or limited speed you need to do an independent vacation, so you can fit the program to the person's capabilities - and take cabs right up to the front door of wherever - not walk to/fro a bus parking lot blocks away,
