IMO, short skirts and spaghettis straps are not appropriate for touring cities anywhere in Europe. Skimpy attire is left for the beach, as it should be.

Americans exposing themselves isn't always on purpose. Many of them are just too fat to fit into their clothes.
Many others want the world to see their "body art." They assume that we all want to get a good look at the tattoo(s) they got when they were drunk in Miami. NOT!
