Here's some info on SIM cards in Italy. Page down to read about "Data-only SIM" under TIM cards.

Any device that uses a SIM card and is unlocked can take any SIM card and work according to the plan attached to the SIM card.

My 3rd gen iPad (wi-fi/cell) worked fine thoughout Italy with a one-month, single pay TIM SIM card. Play stupid and have them put it in for you at the store. They'll be able to tell if it's installed properly. This last trip my wife and I purchased SIMs for our iPhones and used the iPads with wi-fi or our phones as hotspots. The phone activation sometimes takes a few hours, but we've had great success with TIM over the years and never used up our data allowance. The card/plan you choose depends on your length of stay and your travel to other countries.

If the device supports the standard EU cell frequencies it should work.

If you bought it from a North American carrier and it only supports the frequencies used by the carrier then no.

Thanks to all of you. I’m pretty sure I can use the iPad. I don’t have a cell phone that would work in Italy.
