I was in Scandinavia last summer and I certainly did not see a huge number of tourists. Nor do I remember any serious lines. Summer is absolutely beautiful because you have the long, long days. Fall might mean more likelihood of rain, and certainly less sunshine.
But either way is sure to be wonderful.

I spent 11 days in Sweden and Norway in mid September. Visited Stockholm, Oslo, Bergen, took boat trips throughout Sognefjord, the Norway in a Nutshell tour etc. Only time I wore a light weight jacket was on the fjords and a couple of evenings at Bergen. I think September is a great time to go. Take a large bag of money with you though and if you are contemplating going on a diet that might be a good time to do it as restaurants are expensive.
