Scallop shells in Brussels' pavement?

Does anyone know the significance of the scallop shells embedded in the pavement at various locations in Brussels?

I recall hearing that it had some connection to Saint Jacques.

The scallop shell is the traditional symbol for St. James, used by pilgrims on the route to Santiago de Compostela
