samsung j3 wont work in UK, Spain, Germany...suggestions for options

With 4GLTE in the US, all new US phones have SIM cards. However, Verizon and Sprint are still primarily CDMA in the US.
I don't know whether that particular Samsung is capable of use outside of the US (whether it has the proper frequencies for Europe, and is unlocked under contract, if prepaid), but it has a slot.
I know my daughter's Sprint iphone 7 (which is CDMA) has all the necessary slots and bands to work in Europe, but cheaper phones may not be so universal.

If you just want a phone for a few calls, just in case, there are some companies that sell cheap prepaid phones for such use. They are minimalist (although you can upgrade, but I wouldn't if that is the sole reason you want one).
www.mobal.com is in the UK and their cheapest plan is $39 total, which includes shipping to you so you have it in advance. You get a UK phone number permanently and it will not expire. Calls are expensive per minute (about .99 euro) but if it's just a few calls or for emergencies, that could work. I would not recommend the additional $14 for insurance as the phone isn't worth that much (a cheap BLU version, which you can buy on Ebay for $16). To upgrade to a smartphone, the cost is $89. But you can keep it for years. You can just buy a SIM card from them and bring your own phone if you want, so you could buy that cheap BLU Zoey phone or the BLU advanced 4.0 L@ for $40 at Best Buy (the SIM card is only $15 for just talk and text).
I know of another one in France which is cheaper per minute but I think mobal may be the easiest to understand (you can call throughout Wester Europe, but you have a UK Phone number).
