Political upheaval wouldn't scare me off really -- there are almost always disruptions, strikes, protests somewhere in the country. But between the Olympics and such, parts of France and especially Paris would be tough this summer - impossible in some places.

actually, there are been threats already, as reported in various news publications. This isn't an unfounded question. Even a French govt official talked about them, I think regarding ISIS or Al Queda attacks. Of course cyberthefts have gotten a lot of press, but that wouldn't affect a tourist. They've already arrested at least two, I think, one was going to bomb St Etienne arena and the other a 16 yr old boy who was also threatening to blow up something for Islamic threat reasons, posting on Telegram, what else.. But a lot of this is also propaganda by Russia who wants to disrupt the games and ruin them for France as they are mad they aren't allowed to participate. So some of this is propaganda they are fomenting online about threat attacks they they are making up.
Political upheaval is a different story. If going next week and not staying more than a week, I wouldn't be worried so much nor would I change plans if I had accommodation I was satisfied with. The big date would be the opening ceremony, of course, but that's a long way off.
I personally have no desire or plan to go to Paris during July/August anyway, for lots of reasons, those wouldn't be the primary ones (threats). Aside from all the measures regarding closures/passage, etc, prices of hotels are astronomical.

How much do you know about current political turmoil?
Were you in France when the yellow vests rioted?
How much do you know about the "city slums" and the people who live there?

Glad you had an amazing time.
The Dutch government upped the security risk level for to yellow from green just before the Olympics. Combination of the Olympics and the political situation was the reason given.
It hasn't stopped any Dutch people going afaik.

The big surprise in the election did a lot to ease the situation. Most anticipated a walkover for the far right with troubles then initiated by the far left or even a sequel of riots in suburbs.
As you know, the left came first. And maybe even more important, nobody actually won, left took ages to nominate a possible PM, everybody is at loss to guess the next step. With the Olympics now on, nothing will happen on the political side for a long time.
