Virtually every bargain bookstore and large supermarket as well fuel station sells a basic but good AA atlas for around £1.99, and more detailed one for £3.99-4.99. No need to spend £6-10 for essentially the same thing with fancy covers in Waterstones, tourist shop or WH Smith.

I have several (Michelin, AA, RAC, etc) road atlases at home but never pack one. They are so cheap, I always buy one when doing a driving trip in the UK.
The ones that typically cost $20+ in the US are about £2 in any roadside garage, news agent or book store.
If the rental agency doesn't provide one just stop at the first motorway service area or most any petrol station and they will usually be displayed up front.
