It sank too fast for life jackets to be used. It will have carried them. The river is full and fast and people would have stood little chance.
It sounds horribly like the Marchioness, but who knows.

Seems to be a combination of a rainstorm, the river running unusually high and fast, and possibly too many boats. But this seems odd:

Silly to speculate....the truth will come out, and if it's not inexcusable human error, I'll be surprised.
