It sank too fast for life jackets to be used. It will have carried them. The river is full and fast and people would have stood little chance.
It sounds horribly like the Marchioness, but who knows.

Seems to be a combination of a rainstorm, the river running unusually high and fast, and possibly too many boats. But this seems odd:

" Police said the smaller vessel swerved into the larger one, was struck, turned on its side and then sank in seconds. They have opened a criminal investigation of the incident, which took place just after 9 p.m. "
