European restaurant business strategies and tactics are different than the ones employed in the US. Customers only pay for what they eat or drink. Most will charge for every cup of coffee served. It also follows that there is a cost and charge for water. You as the customer need request what you want and expect to pay for it. You might consider asking how much the tap water is and how much it is with ice.

When we asked for non fizzy water in Italy, eau natural, we were brought flat Evian and paid for it....
