I was just on the tour last week and I carried my camera in my pocket. I will warn that people were turned away for bringing backpacks. A few people did carry small handbags and messenger bags. The space on the tour is tight and they don't want you scraping or leaning on the ancient walls. Regardless the tour was fabulous! Here is my report...

And a great policy it is, too. I think the Scavi tour was one of the most enjoyable tours I've taken partly because it wasn't dominated by people pushing, shoving, and constantly aiming and flashing cameras along the way. It was nice not to constantly be waiting for someone to take a picture so we could move ahead or step up to get a better view without being in the way of a camera.

Having just done the Scavi tour for the first time this past September, I have to say, it was a true highlight of my trip-the tour FAR surpassed my expectations- it really was fascinating, a true must-see for Rome, IMO.
But towards the end of the tour, when we were taken through the area of the tombs of the Popes, we were allowed to take pictures.
I'll want to take in that new necropolis tour they've just opened as well, on my next trip.

Maybe I should have said that picture taking isn't allowed in the necropolis. But like Girlspytravel said, once you come out of the necropolis and into the room with all the Popes tombs, you are allowed.
For me, the best part of the tour was the small underground chapel.

richardab - The chapel was towrds the end of the tour. It was very ornate. And you couls see and hear the people above you through the air vents.
And our guide told us there was a service held every morning at 7 and "unless you have a white or red hat" you weren't allowed.

Tom is correct. This chapel is gorgeous-and only for the Pope and cardinals. It lies directly under the Vatican altar, I believe.
Get this: an American dude (I swear he did this!) LOUNGED for a minute or two on the lower part of the chapel, until the very nice guide whose back was turned, saw him and told him that wasn't exactly allowed!
