Hotel? Apartment? Budget? (4 star doesn't really tell you quality, but more what amenities they provide. So what is your actual budget? )

If I were you looking for a quaint 4 star accommodation, I would stay in beautiful Cascais and not in pretty busy Lisbon.

Here is a 4 star Cascais hotel, “Fortaleza do Guincho”, which we enjoyed very much (it a Relais & Châteaux property with a fabulous Michelin Star restaurant.

They claim to be a 5 star hotel but they are not. And it is very reasonably priced for a 4-5 star hotel.

If I had that kind of money I'd stay at the Avenida Palace, in the heart of Lisbon. I don't know that I would call it quaint though, but then that's a word I avoid.

“Quaint” and cities do not go together. They are smaller and often do have sound proof windows. If they have rooms left for your dates, book Avenida Palace.

Yes, to the wonderful Avenida Palace. If, by "quaint", you mean traditional, full of character, and lovely. With a perfect city center location.
Service there is outstanding, as well. Contact them directly for the best deal.
In Lisbon, it might be considered expensive, but by other European standards, the Avenida Palace is a bargain.
I think our room was about $225, which included their splendid full breakfast/brunch buffet.

Another vote for the lovely Avenida Palace. Was just there last month for 4 nights. It's an old fashioned hotel, very well kept. Excellent service and yummy included breakfast. A few times a week they feature piano concerts on their beautiful and comfortable lobby. Also enjoyed their friendly bar every night for pre or after dinner drinks . Highly recommend it.
