Prague or Budapest

Sat. 23rd in the afternoon both cities will pretty much shut down, and because the 26th is a holiday in Europe, you may not have much available in terms of choices until the following Wednesday, then on Saturday it's the same thing all over because the 2nd is also a holiday.
So consult the calendar - I think each of these cities can offer similar pleasures if things are open and available. If they are not, I think just walking around Prague will give you more visual enjoyment than Budapest - that's if the weather cooperates, of course.

Prague is more beautiful but at that time will be packed, overwhelmed, with tourists. The two cities have much the same amount to see and do.

We have been in Prague in late December twice - once arriving on the 25th and once on the 26th. We were surprised at how much was open - had no trouble finding restaurants, etc. The Christmas market is still going on in late December, unlike the cities in Austria and Germany. It is crowded but festive. Prague is a fairly easy train ride from Vienna.
