Another delightful flat Italian town is Turin. Its history is closely-tied with the House of Savoy and its beautiful white buildings feels more French than Italian while its road planning feels like a mini-New York. I've spent multiple days in Genoa, Milan, Verona, Bologna, Florence and Turin, with Genoa, Turin and Verona being our favourites. Bologna, a wonderfully historical city, was also very interesting but it was bitterly cold and windy which may have dampened our experiences. We enjoyed Florence least simply because it was very touristic and involved long lines everywhere. In fact, Florence's magic is really found beyond the city center, especially on the other side of the Po.
