I remember exactly when it was because I found such an incredible package deal right after 9/11 when no one wanted to travel. The visit was in Feb. 2002. I don't know if this was before security was tightened on not, but I do remember that the street toilets were locked and unusable during this visit.

Plenty of good advice given and most of the websites you'd need for research have been provided. Let me see if I can offer an itinerary based on advice given so far.
After landing at CDG at 5:35PM head into Paris and spend the night. Leave the next morning for the Loire. Pick a train time that works for you. Use www.capitainetrain.com and buy your tickets ASAP. The cheapest tickets go on sale 3 months in advance and prices increase as your travel date approaches. Buy your tickets to and from the Loire on-line and print them at home. If you're going to Amboise there are several train options that will get you there in around 1-1/2 hours, plus or minus. Trains will depart from either Gare Montparnasse or Gare d(Austerlitz and some are direct and some require a transfer. Even though you're late buying tickets you should still be able to get one way fares for around 30€ to 35€ for mid-September.
For hotels in Amboise look at the tourist office website. It will also give you all kinds of info about what to see and do there:

You can take your bikes on the local TER trains in the Loire. You can't bring them on the TGV trains (with small exception) and generally you can't bring bikes on most Intercités train with some exceptions. So if you base in Amboise but want to cycle somewhere else further afield you can bring your bikes on a TER train to that destination but you'll need to study train schedules to figure out times and what transfers may be required. Use the www.capitainetrain.com website to plan your rail journeys. The link below will show you a map of the train network in the Loire as far west as Saumur:

If you decide you want to rent a car use www.autoeurope.com. The train station Saint-Pierre-des-Corps that keeps getting mentioned is the TGV station just outside the city of Tours. You'll find the largest selection of rental cars just across from the train station here but you can also rent in Amboise and many other places.
