>there are currently 109 [provinces], plus the Valle d'Aosta....<

Italy has a population 60 M.

Here in Georgia, US we have a population of about 10 M, and 159 counties.

Italy is doing pretty well.

I'd like to dissolve the town I live in. The mayor is a moron, the city council does nothing. We have 28 really fat cops for a population of 2,500 and the police chief was fired for having 2 phony degrees-oh and the last real "crime" we had was about a year ago (burglary).

If you call the police department you get an answering machine that tells you to call the sheriff. But, we do have some really spiffy unmarked cars. We have 3 guys that drive around all day in orange golf carts, not sure exactly what they do, but they look busy. We do have a traffic light, but it doesn't really work that well.

Maybe we can swap with one of the provinces in Italy.

Actually it sounds more like the "redistricting" dances that take place at the state level in the US after the decennial census results come out. Totally political and nothing to do with actual population shifts.

Other measures are being considered by the Parliament.

There's talk of higher VAT, which will certainly affect tourists.

Actually, it seems a number of cities are starting to impose a city tax for hotel rooms.

Then there is supposedly a balanced budget measure under consideration.

The latest news is that ALL the provinces will be abolished, and their duties transferred to the regional administration, but this will require a constitutional amendment (translation: lots and lots of time), and it's still not clear just how many positions will be eliminated and how much money will actually be saved.

The VAT will indeed be hiked from 20% to 21%. That affects citizens, residents and tourists (though not in equal measure). More cities are starting to impose a tax for hotel rooms.

And so life continues ....
