Newcastle or Durham?

Hi Everyone. I'm looking at a trip to the UK this fall. It would be about three weeks in September. I'd like to fly into Edinburgh and go from there to York, but stopping over for two days in order to see Hadrian's Wall and something of the Pennines. Which city would be a better base for this two night stop, Newcastle of Durham?

Anybody have any ideas about local travel in that area? Ideally I'd like a car and a driver. It's been 50 years since I drove in in the UK. I'm not sure I want to rent a car for the day. And I haven't seen a Rabbie's tour that fits us. Thanks!
