No I biked thru there about 50 times and no carnival just a sweet odor of a brewery - wondered if it had closed but it is still there:

You see Breda on beer cans all over Europe - until a myriad of names - usually cheap beer made for someone else perhaps.
But Breda is a beer town still it seems. Can't visit the brewery I think however.
