"Maximum cash advance amount depends on your credit limit. Finance charges are assessed as of the date of the transaction."
Withdrawing cash is not free, even with a "negative balance" There will be a % charged for taking the cash and then there will be very high interest charged from the minute it is taken from ATM machine until it's paid in full.
The negative balance only goes against purchases. If OP puts $2000 on the card [sending cash when none is owed] that will be used to offset purchases. It hasn't got anything to do with free cash withdrawals.
One thing about cash advance [and in turn with the cash being applied to purchases] is that when you pay back money the -- the money goes to purchases first and then to advances. IF you don't pay in full, the advance stays and interest accrues. You may even owe additional interest since the cost accrues every day til it's paid as the amount owed will have been computed as of the statement closing date. It's a catch 22
