I just came back from Rome and we found restaurant prices to be similar to those at home (Seattle). Straight-forward dinners (salad, pasta, wine, no dessert) were about $75 for 2. We ate breakfast in our apartment, lunch was usually a panini ($7-8), or fruit from a veg/fruit stand ($1 per apple). Not cheap by any means but not outrageous either.

I just got back from London this weekend. I understand about trying to budget for food. For me, the best thing was to find a hotel that served at least 1 meal with your hotel stay.
After that, there are plenty of little stores with fruit, snacks, water, etc. To be really "frugal" I just ordered off the "Starters" side of the menu.
If you're not too scared of carbs, always stick with the water, bread, cheese diet.
