Italian train tickets are the cheapest in western Europe - it couldn't cost more than $50 Milano-Locarno i think.
And it's a most scenic route - first along Lake Maggiore and via Stresa to Domodossola then on the neat toy-like Centovalli (100 Valleys) narrow-gauge train to Locarno. Kids under 12 i believe pay 50%.

Trenitalia (trenitalia.it) is offering a special on tickets between Italy and Switzerland if purchased three days in advance of travel. You may also save some money by taking the train as far as Stresa and then a bus to Locarno but I doubt it would be much and the extra time and hassle would hardly be worth it.
