We stayed at the Tryp Cibeles, which is a 4* hotel, for 72 Euros per night total, including a deluxe, abundant breakfast buffet. It has a lovely winding staircase through the center of the building (but also has elevators). The rooms were pleasant, the bathrooms were good. However, this was an August rate, so I'm not sure what you would get. It was very convenient to the sights and near lots of shopping.

Another vote for Hotel Intur Palacio. I thought it was a steal. Great location, nice hotel, especially the rooms facing the square.

i would definitely request a room facing the square, on the third floor or nigher, so as to minimize street noise. However, we really weren't bothered at all by noise. I believe Room 314 is a particularly airy and light corner room.
I understand there is an El Corte Ingles Dept. store just a block away, which is a nice perk.
Breakfast in the hotel costs extra and is spendy, so you might want to eat elsewhere. However, we thought the breakfast at the hotel was ample and good. Love that Spanish coffee!!
