You can take the Metro to Nuevos Ministerios for a little over one euro and then use other public transportation to wherever you're going.
You can take a bus for about one euro to Avenida de America and then use public transportation or a taxi.
You can take a taxi.
You can use a hotel shuttle (if your hotel has one).

I think some people are intimidated by taking the Metro from the airport to central Madrid, but if you have head a subway map in any major city, you can certainly navigate the Madrid Metro system IF you have only one easily carried or rolled bag, which I would suggest even if you don't plan to take the Metro. Packing light is the ONE best travel tip of all time.
