1.whether lockers are still available on the railway stations in Italy-Florence and Austria-Vienna/Salzberg/Insbruck or not? [Security reason]
2. What should be the rates for using them
3. Which size bags can go and
4. For how many days one can keep the luggage in them?

Most I've seen were left luggage rooms with an attendant, not lockers. Some of the airports have left luggage facilities also and usually cheaper than the train stations. Florence left luggage is open 6 am- midnight.
Rates per bag left Deposit rates (for each bag): 3.80 € for the first 5 hours 0.60 € per hour for the next 7 hours (from the 6th to the 12th) 0.20 € per hour from the 13th hour.

There are no lockers in Italy, just attendants. The Red Brigades blew up a few lockers in the 1980s.
In Austria there are automated lockers in almost any train station. The prices vary. Usually you can leave stuff in them for up to 72 h. Payment mostly only by coins, so have enough small change ready.

There are lockers in many Italian train stations but like Altamiro says due to security threats they are not used and main stations have left-luggage where they charge (Jan 08) what bourbon says

New lockers were installed in many Italian large stations just a few years ago and it appeared that they would be used but never had. Italian stations IME never had luggage lockers before these new ones were installed - just the Depisto de Baggagli (?) ones

Lockers in practically every Austrian station - often two or three different sizes - expect to pay 2 euros for the smallest and for each 24-72 hrs you use them (or each time you open the doors)
usualy luggage lockers can be occupied for up to 72 hrs IME - paying for the extra 24 hour periods when you return if after the first 24 hrs.
carry euro coins as getting change in a train station from vendors often IME results in a Nein.
